Step 1.  Click on the following link
http://www.geocaching.com/hide/report.aspx
Step 2.  Select Geocaching Event for Cache Type
Step 3.  Follow instructions on page and click Report New Listing button.

It's really pretty easy to do the event cache, or at least entering
information for it.  Depending on the place, putting your best foot forward
and gaining permission (i.e., a restauraurant for an event cache) would be a
good idea.  At a city park, it might not be a bad idea either, as it is the
perfect chance for good Geocaching PR.
